eIDAS Explained

What is an eIDAS Certificate?

An eIDAS certificate is a digital certificate used to support electronic signatures, electronic seals, or website authentication under the European Union’s eIDAS trust-services framework. Depending on the product, it can identify a natural person, a legal person such as a company, or the operator of a website or online service.

Legal effect depends on the type of signature or seal. A Qualified Electronic Signature (QES) has the equivalent legal effect of a handwritten signature across EU Member States. This handwritten-signature equivalence does not apply to advanced electronic signatures, electronic seals, or QWACs.

Legal framework

Regulation (EU) No 910/2014, amended by 2024/1183

Qualified services

Provided by a Qualified Trust Service Provider (QTSP)

Can identify

A person, organization, website operator, or regulated payment service provider

Special legal status

Handwritten-signature equivalence applies to QES

Choose by Identity and Purpose

Which eIDAS Certificate Do You Need?

Choose an electronic signature for a person, an electronic seal for an organization, or a QWAC for website authentication. Signature certificates are available in advanced and qualified options.

Electronic Signature

Identifies a natural person signing documents or data.

Citizens and individual professionals
Employees signing for a business
Advanced and qualified signature options

Electronic Seal

Identifies a legal person, a company or public body, as the source of sealed data.

Proof of organizational origin
Document and data integrity
Business documents, records, and data

QWAC

A Qualified Website Authentication Certificate (QWAC) authenticates a website and identifies its verified operator.

TLS encryption for data in transit
Verified operator information
Standard and PSD2-specific options

Important distinction: An electronic signature links a natural person to signed data. An electronic seal supports verification of data origin and integrity for a legal person. A QWAC authenticates a website operator and supports an encrypted TLS connection; it is not a document-signing certificate.

eIDAS Certificate Selection at a Glance

Use this table to narrow your options. Final eligibility and deployment requirements are confirmed as part of the order and validation process.

Product	Represents	Primary purpose	Typical buyer	Key validation
eIDAS for Citizens	Natural person	Sign documents or data	Citizen or professional	Identity verification
eIDAS for Businesses & Enterprises	Natural person or legal person	Employee signatures or company seals	Business, enterprise or public body	Signer identity and authority, or organization validation
QWAC for Individual	Natural person	Website authentication and TLS	Eligible individual site operator	Identity and domain control
QWAC for Businesses & Enterprises	Legal person	Website authentication and TLS	Company or public body	Organization and domain control

Order and Issuance

How the eIDAS Certificate Process Works

Requirements vary by product. SSL2BUY helps you choose the right certificate and coordinates the process through validation, issuance, and deployment.

Choose the Certificate and Deployment

Match the certificate to a natural person, legal person, website operator, or regulated payment-service use case.

Submit Applicant Details

Provide identity, organization, domain, signer-authority, and PSD2 authorization information as applicable.

Complete QTSP Validation

Respond to document requests, verification emails, video identification, or callbacks required by the issuing Qualified Trust Service Provider.

Certificate Issuance

After the required checks are completed, the issuing provider creates the certificate for the approved identity and selected deployment method.

Receive and Deploy

Receive the supplied signing device, complete an approved HSM setup, or install the QWAC on the server or HSM where its CSR and private key were generated.

Deployment and delivery: Qualified signature and seal products use a provider-supplied QSCD USB token. Eligible advanced organizational seals may support an approved existing HSM. QWACs follow a server- or HSM-based CSR workflow and do not use signing tokens. Orders that include a physical device require shipping time in addition to validation and issuance.

eIDAS Certificate FAQs

Get clear answers about eIDAS certificate types, eligibility, validation, key storage, and deployment.

Which eIDAS certificate should I choose?

Choose eIDAS for Citizens to sign in your own name. Choose eIDAS for Businesses & Enterprises for employee signatures or organizational seals. Select a QWAC for website authentication or a PSD2 certificate for regulated payment-service endpoints and messages.

Should I choose an advanced or qualified electronic signature?

Choose a Qualified Electronic Signature (QES) when the transaction requires the equivalent legal effect of a handwritten signature. A QES adds a qualified certificate and Qualified Signature Creation Device (QSCD) to the advanced-signature requirements. An advanced signature is suitable when that automatic legal equivalence is not required.

Should my organization use an employee signature or an electronic seal?

Use an electronic signature when a named employee or representative must sign. Use an electronic seal when the organization itself must be identified as the source of documents or data. Seals also suit repeatable and automated organizational workflows.

Is a QWAC different from a regular SSL/TLS certificate?

Yes. Both support TLS encryption and website authentication, but a Qualified Website Authentication Certificate (QWAC) binds the domain to verified identity information under the eIDAS framework. PSD2 QWACs also contain applicable payment-service authorization and role information.

Who is eligible to order a PSD2 certificate?

PSD2 certificates are available to eligible regulated payment service providers, including banks, credit institutions, and authorized third-party payment providers. The applicant must provide the authorization number and role information recorded by the relevant National Competent Authority.

Do I need both a PSD2 QWAC and a PSD2 seal certificate?

Not always. A PSD2 QWAC authenticates the payment-service endpoint and protects the TLS connection, while a PSD2 seal certificate protects the origin and integrity of signed messages. Whether you need one or both depends on the requirements of the bank or payment API you connect to.

What hardware or key-storage option will I need?

For the products offered here, qualified signature and seal certificates use a provider-supplied QSCD USB device. Eligible advanced organizational seals can use an approved existing HSM. QWACs use a CSR generated on the intended server or HSM and do not use a document-signing token. Our team will confirm the compatible deployment option before you order.

What documents are required for an eIDAS certificate?

Requirements vary by certificate and applicant. Individual applicants provide government-issued identification, verified contact details, proof of address, and complete video or in-person identity verification. Organizations provide registration records, representative identification, and signer authorization. The issuing provider confirms the final document set.

How long does validation and issuance take?

Validation usually takes 1-5 business days after required documents are submitted. Missing information or further identity, organization, domain, or PSD2 authorization checks can extend the process. Certificate issuance follows successful validation, and orders with a physical device need extra shipping time.

Can I sign PDF and Microsoft Office documents?

Yes. Compatible eIDAS certificates can sign PDFs through supported software such as Adobe Acrobat and sign Word, Excel, and PowerPoint files through Microsoft Office’s digital-signature tools. Support depends on the certificate, signing device, application, and trust configuration.
